Purchasing Information
Purchases $20,000 and over require sealed bids and approval from the City Commission. A notice of sealed bid is posted on the website and is generally published in the Morning Sun newspaper. A public bid opening is held for the sealed bids and staff makes recommendations to the City Commission for award of the bid most advantageous to the City.


Business Licenses, Applications, Forms

The City Clerk's Office is responsible for issuing business licenses as prescribed by Title XI, Chapter 110: General Licensing, of the Code of Ordinances of the City of Mt. Pleasant.

The City requires a license for each of the following:

  • E-Scooters/E-Skateboards
  • Junk Dealers, Junk Yards

Elections

The City Clerk's office conducts all Federal, State and local elections held in the City and is responsible for the entire voting process, including; registering qualified voters, maintaining the voter registration files, hiring and training all election workers under their control, issuing absentee ballots for elections, keeping abreast of, and implementing, any new election laws, and ensuring the integrity of the voting process.

Primary Election

  • Election Date: Tuesday, August 6, 2024
  • Early Voting: July 27 – August 4, 2024; 8 a.m. – 4 p.m.
  • Voter Registration: Individuals who are not currently registered to vote can register online here or mail in the voter registration found online. This must be completed by July 22, 2024. Individuals may register to vote in person at the City Clerk's office (320 W. Broadway Street) Monday - Friday 8 a.m. - 4:30 p.m. up to and including Election Day.

Renewal of Isabella County Fixed Operational Millage:
Shall separate tax limitations be established for a four-year time period, or until altered by the voters of Isabella County, for the County of Isabella, Townships and Intermediate School District within the County, the aggregate of which shall not exceed 7.89 mills as follows:

County Parks and Recreation Millage Renewal:

For the purpose of operating, maintaining and improving the Isabella County Parks and Recreation Commission parks and programs as provided by PA 261 of 1965, shall the previously voted increase on the Constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Isabella, Michigan, be continued and renewed at up to 0.3500 of one (1) mill, ($0.35 per $1,000 of Taxable Value), for a period of six (6) years, 2024-2029, inclusive?

If approved and levied in full, this millage will raise an estimated $902,316 for the Isabella County Parks and Recreation Commission parks and programs in the first calendar year of the levy, based upon taxable value. In accordance with State law, a small portion of the millage may also be disbursed to the Downtown Development Authorities of the City of Mt. Pleasant and Union Township; the Tax Increment Finance Authority of the City of Mt. Pleasant; and the Brownfield Redevelopment Authority of the City of Mt. Pleasant.

Transportation Commission (I-RIDE) Millage Renewal Proposal:
For the purpose of continuing to fund the capital and operational needs of the public transportation services of the Isabella County Transportation Commission (I-Ride) and its successor within Isabella County, at the same millage level previously approved by the voters in 2020, shall the Constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Isabella, Michigan, previously increased by up to 0.9929 of one (1) mill ($0.9929 per $1,000 of Taxable Value) be continued and renewed for a period of four (4) years, 2024 - 2027, inclusive?

If approved and levied in full, this millage will raise an estimated $2,559,742 for the County-wide public transportation services in the first calendar year of the levy. In accordance with State law, a small portion of the millage may also be disbursed to the Downtown Development Authorities of the Cities of Clare, Mt. Pleasant, and Union Township; the Tax Increment Finance Authorities of the City of Mt. Pleasant; and the Brownfield Redevelopment Authority of the City of Mt. Pleasant.
