The City of Mt. Pleasant offers electronic payment options for various municipal services including parking tickets, utility bills, tax bills, housing licenses, building permits and brush chipping. Please read the information below to learn more about our "one-stop" online service center.

Pay Directly from Savings or Checking

You can pay directly from any savings or checking account with no associated fees.

With Credit Card or Debit Card

We have partnered with a credit card processing agency to provide you the option to pay your utility bills, parking tickets, housing licenses, and building permits via credit card. There is a $3.95 "convenience fee" applied to utility bills, parking tickets, housing licenses, and building permits. There is a $3.95 "convenience fee" for Visa debit cards and a 2.75% fee for all other credit cards applied to tax payments.

Please write down all confirmation numbers provided to you at the end of a payment session and keep the confirmation number for your records.


Pay For...

Brush Chipping

The program operates year-round, weather permitting, and provides curbside or alley pick up of brush that is not eligible for collection by the City's user fee, weekly refuse collection. Brush must originate from the adjacent property.

Building Permit

Please have your building permit number available to pay for your permit. Please note your confirmation number to give to the Building Department to issue your permit.

Housing License

Please have your housing license invoice number available to pay your license. Please send your license application and payment confirmation number to the Fire Department to complete your housing license application.

Large Item Pick Up

Following federal, state and local health officials’ recommendations regarding COVID-19, large item stickers may be purchased online with a credit card or bank account through the City’s payment portal. For the building permit number, please enter your address. Once you complete the purchase, you must contact the Treasurer’s Office at (989) 779-5387 to let staff know of your purchase. City staff will place the sticker(s) in an envelope for delivery by Public Safety personnel who will tape the envelope to the door of your choosing at your home. Stickers may also be mailed to your home. Please remember to purchase the stickers in advance of your collection day. Stickers that are purchased the day prior to your collection day may not arrive in time for use the next day. We will make every effort to deliver the sticker(s) as quickly as possible, but advanced purchase is recommended. Place the sticker on your large item and set out at your designated collection point (alley or curbside) by 7:30 a.m. on your City trash collection day. Parking Ticket

Please have your parking ticket number or license plate number available before beginning the online payment process. If your vehicle is in danger of being immobilized for delinquent parking tickets, please call (989) 779-5361 to report the confirmation number of your payment.

Tax Bill

Please have your parcel identification number available to pay your tax bill. Your parcel number can be found in the middle of the left column or the lower right hand side of your tax bill. The identification number begins with 17 and has the following format, 17-123-12345-12. You will be asked to establish a password for your account. Once your password is established your payment information will be stored and can be used to make future payments. If you wish to change your payment method, you will need to do so before you make your next payment.

Utility Bill

Please have your account number ready. Your account number can be found on the right-hand side of your bill. The account number begins with a 1, 2, or 3 and has the following format, 123-12345-12. You will be asked to establish a password for your account. Once your password is established your payment information will be stored and can be used to make future payments. If you wish to change your payment method, you will need to do so before you make your next payment.

If your account is scheduled for shutoff due to non-payment, please call (989) 779-5387 to report the confirmation number of your payment.

Bulk Water

The City of Mt. Pleasant’s bulk water fill station is designed for contractors who need to fill a large tank for projects, such as hydroseeding, well drilling, or landscaping.  The fill station is located at the Street Department, 1303 N. Franklin Avenue.   

  • The annual fee is $100.  Payment options:
    • Sign up and pay in-person at the Public Works office, City Hall, 320 W. Broadway St., Mt. Pleasant. Office hours are 8:00 a.m. to 4:30 p.m. Monday through Friday.
    • Online and pay with a checking account, credit or debit card.  There is a $2 convenience fee charged by the processing company for all debit and credit card payments.
    • Payment of the annual fee provides the applicant access to the City’s water fill station from the time payment is confirmed until City staff remove the water meter and winterize the fill station at the end of the season
  • Fill station is open 24-hours a day, seven days a week until the meter is removed and the fill station is winterized for the season
  • Access to the Street Department building’s water supply is not allowed
  • The meter is locked, and contractors will be given the lock code once payment has been received/confirmed.  The lock code is changed annually.
  • Contractors must supply their own hose and a 2” female quick disconnect 
  • The fill station is fitted with a backflow preventer to prevent cross contamination to the potable water supply
